Two-way means you can send and receive. Some radios are receive-only (car radios, for example) and some are send or transmit-only.
As to the "bells and whistles" or what makes this radio different from other radios, I don't know. Some truck stops have radio installation shops or electronics department managers who would know a whole lot better than I would!
