Is this a real problem, can I drive the car without putting damage to it? The engineer said that nothing will happen to the car! The shop installing the starter had absolutely ZERO to do with your car's new problem.
As far as what it needs to be fixed, you need to go in, and find out what is actually wrong.
The evap system has a lot of parts to it, it's not just one thing that could have gone wrong; so there's no point in guessing.
